In March 2010, the French Ecole Nationale Supérieure de la Police in Lyon (ENSP) hosted the first module of the Top Senior Police Officers’ Course “TOPSPOC” , organised with three other national training institutes, members of the European Police College (CEPOL).

29 senior police officers from 20 Member States of the European Union, 2 associated countries, Europol and Interpol, are participating to this VIII edition of the TOPSPOC.
This 4-weeks course in France, Estonia, Austria and Portugal, aims to enable participants to carry on researches on various issues related to the central theme of TOPSPOC 2010: "The future of policing in Europe, an area of freedom, security and justice serving the citizens".

A “coaching” of the participants is maintained over the year by senior police officers highly experienced in the field of training, in order to optimize the work and encourage group dynamics
During this first module, the topics to be addressed were presented by Eduardo FERREIRA, Josephine TAYLOR, Robert HAUSCHILD, and Joachim KERSTEN, both European experts in the remits of management, police cooperation, interculturalism and auditing.

Contributions by Francesco CALDERONI (Transcrime), Fabio MARINI (European Commission) and Theo BREKELMANS (CEPOL), also allowed the participants to update their knowledge of Europe, the Stockholm program and the role and operation of European agencies.

A visit to the global Headquarters of Interpol and an official welcome at the Hôtel de Ville de Lyon were offered, as the “cheers on the cake” of the program prepared and implemented by Jean Marie FIQUET and its international relations team of the ENSP.

Sharing cultures is also essential! Then, everyone shared a specialty of his/her home country, to the rhythm of songs from all continents during the "regional dinner" as indispensable prelude to the success of this flagship course of CEPOL.

The results of the 2010 TOPSPOC will be presented in Portugal in November next.

Nominations for the cycle TOPSPOC 2011 will be collected by the national contact points of CEPOL in December 2010.
